5 of the Nobscot properties that are part of the 31-acre Nobscot parcel are owned by 3 entities (Nobscot Realty Trust, Northside LLC, and 790 Edgell Road LLC) that are all controlled by Robert E Foley. Foley's wife Amelia and Phil Ottaviani's wife Valerie together owned Southside Liquors in Framingham for 11 years up until it closed in 2019. Shouldn't Phil Ottaviani recuse himself from voting or controlling discussion of the 31-acre Nobscot parcel? Isn't this a conflict of interest?
You are right on the Robert E Foley connections. Foley also put properties into the Joann Paradis Trust which owns some of the properties in the parcel. Joann Paradis was a business partner of William Depietri who is Phil's brother-in-law. I have been looking into this, but have nothing solid that is current. I raised some of this to Phil. He claims there has been no connection to Foley for years. My problem also is that J&Company seems to have little information one can glean. They appear to be pushing this. I also don't know why Charlie is pushing this so hard. What interest does he have? Ethical guidelines from the state require Phil to not vote on issues in which his family has an interest. That includes his siblings and Valerie's siblings etc. Joe Norton clearly has a conflict of interest on the PB and I would be prepared to write on that. Phil is foggier. If Depietri pops up at some point in this whole thing, someone in the Nobscot resistance will file an ethics complaint and Phil will pay a price. At present Phil can claim he has no active connection with anyone in the Nobscot deal. I am keeping tabs on this. The one thing I know from a great deal of political experience is that if you can argue and win on the issues, that is the best course. Many people in the community don't like personal attacks, even if there is supporting evidence of poor character. I think this battle can be won by arguing the facts and best practices. There is the threat, which I have noted to Phil, that the Mayor and City Councilors can be voted out at the next election if they foul things up here etc. That is the best response I can give.
The properties you are referring to are not in the name of the Joann Paradis Trust. They are in the name of the Nobscot Realty Trust. Both Joann Paradis and Robert Foley are trustees of this trust.

Why can’t we Impeach or vote the Mayor and the 6 City Councilors out of office?
When I voted for this Mayor I had no idea he would be doing this to us. He seemed all for us at his meet and greets before the Mayoral Election. Boy was I wrong.
Pressure them all now with phone calls and emails and get all your friends to do likewise.
I also thought Charlie would be much better than has turned out.
His handling of Nobscot is just one of many failures.
1. Not a single new fully funded or completed solar project, which means hundreds of thousands of lost dollars in annual utility savings and no impact on climate change.
2. Water & sewer costs for rental units doubled for at least 1,500 households starting January 1, 2025. A water & sewer system which continues to be poorly maintained. Vital school roof replacements deferred again.
3. The roads deteriorating every year.
4. Failure to address the structural fiscal problem the city has due to tax increases well below inflation.
5. Diverting state Chapter 70 education funds away from low income, special needs and English Language Learner kids.
6. A year delay in implementing city supported curbside composting by Black Earth Compost.
7. The Community Center project which is hidden from public view.
8. Forcing the ouster of a competent Chief Financial Officer.
